Light Weight Deflectometer (LWD) is a portable device, an equipment that measures the vertical deformation imparted by a falling mass impacting a plate resting on the ground. It serves to determine the bearing capacity of compacted soil, sub-base and base course of structural pavement layers at the precise construction site. For Cambodian practices, field compaction quality and bearing capacity of the structural pavement layers evaluated by using sand cone testing and proof-rolling methods, respectively. However, the use of proof-rolling method for evaluating structural bearing capacity is unclear and perceptive due to Engineer’s experiences. Recently, the engineers of the Ministry of Public Works and Transport (MPWT) have used the LWD to evaluate bearing capacity of the structural pavement layers in addition to the proof-rolling method. Although the use of LWD is beneficial because of its precision, rapid testing, resulting, the criteria or specifications for evaluating structural pavement layers have been formulated yet according to the Cambodian Road structure. Therefore, this study aims to determine the criteria for evaluating the structural pavement layers in term of surface deflection and modulus with LWD data. The mechanistic framework with the Multi-Layered Elastic Theory (MLET) for determining the surface deflection and modulus targets of structural pavement layers has been formulated. Datasets of LWD testing on the various fields of pavement layers of Cambodian Roads have been collected and verified with the target surface modulus. The results show a good agreement between the value of surface modulus testing from actual fields and the MLET. This criteria is adopted for evaluating structural pavement as quality control of Cambodian Roads
